From what I understand, you were scammed by an exchange service that you found through Bestchange, and the aggregator was unable or unwilling to help you with the issue.
Basically, it seems Bestchange has no real influence over the exchangers it lists, yet they charge for their services
As far as we know, Bestchange does not charge anything to the exchangers, but takes part of the profit through the affiliate program. They cannot have much influence on the business policy of exchangers, and the most they can do is exclude someone from monitoring (as they did with go-go).
This exchanger can also be found on Google, so I'm sure that no one will accuse Google of being an organized scam and charging scammers something.
