Some Western people see Africa more like a country than a continent. Africa is so large and some parts of it is underdeveloped. I do not see any African union launching its server anytime. The leaders are so focused on embezzlement. Assuming the youtube video said that a an African Tech company wants to build her own internet and server. It will be realistic and believable, but saying it is African Union (which doesn't exist) shows that the whole thing is about content creation and nothing serious.
