Unfortunately, there are services that do not disdain this and extorts you to send them that dust. One seemingly respectable platform does just that. Here I completely agree with you again, this is ridiculous. I've not seen too a service going that low
There are services that can use small amount of money to make you prove that you are human or that you are serious. I have even seen service that will send tou back the money.
A good example is this forum that blacklist some IPs. Anyone that use the IP to create account on this forum will pay evil fee. Do not be surprised if it is as low as 40 sat at times.
