Since he appears to be targeting newbies as well, I think the other appropriate thing to do would be to create a flag on his profile, but it seems no one has created a scam accusation against him, so the thread could act as reference.

It also seems he has been sending random members unsolicited messages lately, so the account is likely to get banned if those members tried to report those messages. That would be good news in general if he got banned.
