I haven't heard of value bets, but it sounds possible theoretically though. What you said about bookmarkers are kind of true though, because it is easier to create an odd for bigger leagues due to their availability of stats and infos everywhere, but the smaller leagues are not that common. But, where are tend to have issues is that how do we find accurate stats of those smaller leagues, and mind you, some of those smaller leagues don't often televise their games, so I'm not sure of where to draw the stats from for someone like me that don't watch those games at all.
