And regarding licenses, this is always done prior to launch. They can be temporary or permanent exclusives, depending on the developer and the contracts signed.
I know of Axie Infinity through X. Yes the game have interesting characters that can be used in an online casino. However, from what I understand with what you are saying, is that gambling should be done in popular games with interesting characters.
Casinos can have original content certainly but it wont be as popular to some exclusive IPs.
