On the other hand, AI could also be used by governments to monitor, attack, or manipulate Bitcoin markets.

How exactly is AI going to do that? How is an AI going to be used to manipulate the market?
What will the government do with AI that it has not been able to do before? Governments of different countries have previously attacked Bitcoin in various ways. They've achieved this through well-structured campaigns that have shaped the narrative of Bitcoin, and they've also done it indirectly by leveraging banks and other centralised financial institutions, as well as utilising their regulatory bodies. So why are we acting like this is something they only want to start doing because of AI?

Monitor?  You think the government doesn't monitor the market? Think again. They would have manipulated the market if it were that easy. Nothing mentioned above is something the government needs AI to do. AI may be a threat to a lot of different fields (which, in my personal opinion, will only be a short-term problem), but I don't see it as a threat to Bitcoin.
