There are some proposals of putting up cap on fees in Delhi but don't know what's the progress.
If I am not wrong there is maximum cap fee on tuition in school and college is here but they simply bypass with misc fee and others and keep the tuition as per the guidelines so the rule should be capped on total fee that includes everything a kid pay not just the tuition. And for an average middle class their kid fee will be around 20-30% of their salary for a month and that is why now we are not interested in multiple kids just stuck with one.
In Delhi, new government did pass a bill to regulate school fees and other useless stuff, don't know if it's implemented or they are using usual loopholes to bypass law. Maybe give tax benefit? This might lesson the burden for salaried class.
Regarding one/multiple kids, I look at it from different perspective. fertility rate is falling in India for every section but at the same time one specific group still up in fertility rate and if we continue to follow this trajectory then big demography change is coming in next 20-30 years. Without sounding alarmist, one should remember what happens when some group reach 30-35% of total population or become majority.
