It is literally unfair to just conclude on Manchester City as an underdog this season. I agree that they have not been I their best form and performance this season but it is not satisfactory enough to conclude on them as underdogs when we have the actual underdogs who are yet to have a decent start this season. Soon I believe their former and performance will still improve so let us give them that time and see what will be of them soon.
An underdog does not mean that a team must relegate or finish the tournament in the lower part of the standings. The term is applied to City in relation to the title race. What could be unfair about that? They have 3 points from 3 rounds. Bookmakers are pricing their title chances at 1 in 8, if you think they are wrong and unfair to City then you can make a good bet
Personally, I think City will score more than 33% of points on average, but certainly not the amount that will allow them to get back into the race.
