I think many users treat neutral feedback too easy.

I understand neutral feedback looks nothing for signature campaign or any competitions/events, but it does affect the users. My judgement when I see a low rank users have neutral feedback is they're using AI or commit plagiarism/ban evader. If I see a middle to top rank users have neutral feedback without having positive feedback, my judgement is they're part of spammer blacklist created by @actmyname.
