If the player vulnerability you are actually referring to his based on an addiction status then obviously everyone would be given that specific rule or exclusion which would not be necessary if you ask me. A player being an addict is based off of his own personal issues and doesn't really depend on the casino. Managing addiction or preventing addiction is the responsibility of the gambler and not that of the casino.
Besides that every casino has a slogan which is gamble what you can afford to lose and avoid addiction also and that is enough for someone that is responsible enough to gamble.
