What is weird about this is, this bill does not affect the offline casino or lottery. 
You missed the "term" online in the title of the bill?This is having a widespread affect in the gambling scene. Casinos will start to comply and block traffic from Indian people eventually because of the bill. I am sure circumvention will come from the consumers side very soon and eventually things will change once that circumvention comes from the provider's side - obviously casinos dont like consumers to lose out on the fun.
Let see how this progresses.
Already multiple cases were filed in Supreme Court by these fantasy sports appsand asking to regulate the process instead of complete ban but it can take time until that this will apply and no casino is allowed to operate online.
