Well, you said it already. Corruption.
I don't think that they'll get a loan especially if they know that they can just get millions of dollars to those infrastructure projects that they're getting.

You said that they're engineers, and there's a big issue with regards to these engineers in our country already. Now the reality about these corrupted officials is being opened already, and being known by the public. It's just sad that while there are many people that are suffering especially when there's a huge flood in their places, there are these kind of people that are spending the money that they aren't their own money in the first place into something like gambling just for the sake of their own entertainment. Sorry to say this, but these people are the type of people that must go to hell.

They're guilty obviously, and I hope that the officials will not stop until most if not all of them will get caught. Enough is enough.
