That's what happened in our country. When they have implemented a ban for online casinos, the gamblers have found a way to continue gambling. And despite that there is a huge revenue for the government, they're trying to balance things because it's also making a lot of gambling addicts. Let's use an example of counties where gambling is not approved at all, where it seen as an illegal act, people still find other means to access it, through the means of VPN and the rest. The real challenge like you mentioned out, is that as government bans gambling officially they don't put strong and strict law's to follow it up to ensure that it properly out of access to any citizen.
