In a longer format yeah but they need all the backing in T-20 format, including associate. No matter if they're bad or even if series are turning into dead rubber.
The only way they'll improve is by playing more, other formats could be loss making affairs but t-20 not so much, if it's done consistenty it will give dividends in next 5-10 years.
Now franchise and T20 is the future of cricket just because of this ICC needs to act quickly if they are looking for development of this game restricting test for top 6 to 8 countries and having end of ODI after ODI World cup 2031 then just giving more time and money to this format will bring good results.
Zimbabwe is surely had waste of sources and time for ICC but good thing happening now in Africa many teams are coming out and giving good results after Asia now Africa is having good development which needs time and better guidance which can make good difference more cricket specially through TRI series will bring more fans and interesting results.
That's a problem with the ICC, narrative is controlled by old dogs and they are hell bent on subsidising test cricket ( not in a proper manner but they are doing it anyway).
This fund could have helped associate in a big way but guess we are not there yet and current situation won't change
