I don’t know this payment provider but they are indeed helping gamblers not to gamble using their platform. Companies like this doesn’t want to missed out profit as much as possible but it still depends on the CEO and company principles on they will offer services to the public.
They don’t stop user to gambler at all rather just don’t want to be part of the gambling addiction problem.
There’s tons of alternatives payment processors available so technically they don’t stop gamblers to play.
