OP, I don't think that your friend quitted gambling, he went on break and didn't quite. Gamblers are used to going on break after a huge loss because they feel that's the best way to avoid more losses. However, after a while, the gambler can start considering to gamble again in order for him to see if he can win back his losses. This is the reason why, when gambling don't think of profit in order to prevent you from making wrong decisions.
May be he actually quitted based on his mindset as that point and what he might have gone through while gambling but because he can't keep to his decisions, lack of self may also be the reason why the gambler involved couldn't just stay off totally, although you might also be right that he may have be on rest mode based on the facts you pointed out but thinking that he has quitted gambling totally, I have never seen people that deceieve themselves like some gamblers and smokers, smoker will tell you bro am done for good, within that period they will want to look for some thing that will distract them but at the end they'll return to the same activity, if a gambler decides to quit fine, such gambler got reason for that but if he knows that he isn't ready to quit why not say am on break instead making people see him as someone that lacks self control.
