There are some poor sections of the society who do not have any land to cultivate, they live below the poverty line which the middle class or the rich cannot even imagine. What arrangements will they make for their livelihood? They depend on some government allocations or earn their living by selling their labour every day. Except for some areas of the city, there is no provision for getting work in the rural areas. The wheel of inflation has crushed them in such a way that they cannot eat every day. They are not educated enough to get any work.
I'm not ignorant to the fact that there are lots of people still living below the poverty line with, having no land of theirs to do a small scale farming. And having little to no education, probably without any useful skills, it would be extremely difficult to find a job that pays well and reliance on the government grows everyday.
In such cases, such individuals would have to acquire and become proficient in a skill. If you look hard enough, there would likely be some useful skills that could help you render services that is needed in your immediate society.
Yes, I realize that it's much easier said than done in cases like this but if you do Invest in yourself, you'll reap rewards for yourself.
I believe people without a land to cultivate are basically orphans who can't trace their roots. But for a child born he/she must have a village where the originate from and if they feel Agriculture is their best way of survival they simply start with what they have available to them.
The problem with the society is people wants things their own way, like they just want it exactly how they planned it but most times life doesn't give us exactly what we bargain for. Agriculture is a selling investment and can train anyone to any level it all depends on how the go about it.
