That was true when the world population was much smaller.  But today most resources/opportunity are stretched so even if you want to work hard, you may not be able to.    You can relocate to a country that takes care of citizens and you'll live longer but the overall trend is to steal from others.  Many US states don't even prosecute shoplifters anymore, and the average shoplifter gets caught on their 20th attempt.
