Team's Failure, who is Responsible?

Anything sports, the coach is the leader of the group so he the exact person to carry the blame since he is the one who determines who plays or not, though some people might argue that it's a collective game that the players should also share most of the blame but since the coach mostly have the free will to choose his players and those that are signed into the team, he is the one that is going to pay with his job if anything goes wrong.
Another set's of people that should also share most of the blames is those in the hierarchy positions, am saying so because they most times will be reluctant to give the coach what he demands, just like the case of Manchester united, the glazzers family has turned the club into a laughing stock because they have failed to release enough money to strengthens the team, so most of the team owners also needs to have a share of the blame not just the coach because their decisions have a role to play in the quality of the team.
