Those who avoid responsibility seem to be those who gamble with the intention of making a profit, so when they lose, it's unacceptable for them, and they find someone else to blame. Furthermore, I think they realize their actions are wrong, but the desire to win drives them to continue gambling. Unfazed by defeat and relentless in their pursuit of profit, they continue to seek profit no matter what. With presidents and officials like that shifting responsibility, it's become a culture.
