Any baninig only fuels interest and confrontation. I don’t see the point of such prohibitions, in reality, those who played will continue to play online using a VPN, and they won’t be protected from fraud. A more reasonable approach would be to impose proper regulation of the process. That way, the government can replenish its treasury with taxes from the gambling business, and gambling enthusiasts won’t have to go looking for trouble on the internet.
I will not advice anyone that loves his account balance on casino should use VPN, it is going to affect you when it's time to withdraw. Change of IP address especially when your KYC details shows that you are from a particular location can trigger some questions and failure to answer those questions will raise some flags, at the end you may not be able to have access to your accounts again unless you do as they say, sometimes it's written in the prohibition of casino rules.
If government ban gambling, the best is to either quit and channel your energy into other things or use casinos that will never ask you for KYC when it's time to withdraw. Some casino disguises of allowing lower limit withdrawals but when they suspect your activities, they will make you do the compulsory KYC, some will frustrate to do everything but will do anything to make you not have access to your momey, be guided where you gamble.
