China
They might in paper don't like it by the government. But it's known that many of its citizens have mining farm and they're one of the biggest investors in the market. So, a ban in paper and in their ruling but they can't stop people from being involved of owning and buying Bitcoin. They've got neighboring countries where its citizens can go and have the transactions done easily. So, that's just for the government but it's no secret that many of the Chinese people are holding a lot of Bitcoin and who knows if their government owns actually thousands of it but kept it secret and confidential.

This is provably on papers and those officials on that country are actually the only Bitcoin haters, but their countrymen are for sure love Bitcoin to became legal in their country since they are starting to miss lots of things especially that Bitcoin is gaining lots of positive momentum.

But same with other countries who lift out their bans or dislike on Bitcoin there's good chance that this country would became a Bitcoin friendly nation to.
They change their rules from time to time. An example was with the ICOs, they've banned it and then lifted it. And so, if they have banned Bitcoin, I agree to you that it might only be their officials who are haters of it. Then, the citizens are the ones invested on it and they'll have to be silent on it since if the government finds out. The assets that they have in bitcoin or any other crypto might be seized by them while the ban is in effect.

For now lets focus on those country that make Bitcoin as legal tender or at least they became open for usage also investment.
Even those that don't have any plans of making it as a legal tender but, they're a Bitcoin friendly countries.
