Well I will say you're right Chelsea are definitely one of the favorites to win the title if they can maintain their form and if they don't suffer from too much injuries. With the signings they are a strong team and I like the fact that they signed a backup for every position and these players are reliable.
Arsenal improved under Arteta but there is still something missing in the team that's why they haven't won the league yet. What's more annoying is the style the coach adopt, adopting a defensive strategy won't win you titles, the coach is too defensive minded that's why I don't really like the team.
