In the effort for a president to stop or reduce corruption in any nation, the said president has to be discipline and really prepared to stop it, because there will be a lot of other people trying to frustrate his effort.
It's not easy to end corruption in a system that is really affected, but if you are determined as the president and also disciplined,  you can really try to reduce it, even if you can end it completely, because I believe that corruption can not be stopped,  but you can reduce it, by putting policies in place that does not favor those that are corrupte.

Your facts is sacrosanct, but fighting of corruption can't be win by any present no matter how he tried if the mind set of the people are not changed because corruption does not start from the top but from bottom, and how can  the mind if the people be changed when who is fighting the corruption is corruption, it's an impossible situation, frustration must be inevitable unless the person is without fault of corruption that is when the fight can be won.
Corruption in every society is like a stain on white cloth it need a good detergent to wash it off as such detergent must also be white, that implies that The person must be free from corruption else all effort must be a wasted one.
