I don't think there was a time altcoins perform more than BTC or maybe I have not discover decentralized currency, because since I involved myself in decentralized currency, whenever BTC is pumping in the market altcoins price will be pumping, and whenever the price of BTC is dumping, altcoins price will be dumping to prove that BTC is the king among altcoins.
It looks like you've invented a new concept - a decentralized currency.
As for altcoins, here is a simple example:
