I think it's considerably less than 4% if we only take into account bitcoin ownership through personal keys. Not through a bitcoin ETF or any other vehicle for exposure to bitcoin. I've looked at the tweet, but it doesn't clarify anything else. I suppose it's a statistic, which, like all statistics, has a margin of error, but this aspect is not clarified.
For you.

How many people own crypto in the world?

6.8 % of the global population holds crypto assets.
1.29% of the world’s population owns Bitcoin, or about 106 million people.

How do they get that number?
Let's see

What percentage of people own Bitcoin?

First of all, we want to explain that any count of Bitcoin users is based on estimates, not direct measurements. Bitcoin is a decentralized system that doesn’t track individual identities. One person can hold multiple wallets, while large exchanges often store funds for millions of users in just a few addresses, making it impossible to link wallets directly to real individuals.

Nevertheless, we can still estimate the number of Bitcoin users by combining on-chain wallet data, reported user counts from major exchanges, and survey-based research on global crypto ownership.
