It’s hard to believe these are accurate numbers. We know that there should always be allowances because not everyone will be honest about their ownership of crypto. Most likely there are people who would hide that fact just to protect themselves.

Most Articles like this usually clarifies the information or data by saying it’s an estimate and seriously this estimates has a large Margin gap between it and a real number, the data is drawn from the available number of bitcoin on addresses, since addresses are actually public you can see them and it has nothing to do with decentralization or privacy. The major problem though is actually the fact that multiple wallet addresses can be owned by one person.
The HD wallet itself allows many or multiple addresses to be accessed by one master private key and a user can actually holds bitcoin on many of the addresses and this addresses might be calculated during research for one person. So Ideally I think the number of holders should even be less than this estimate. But regardless this is an eye opener to people that even now is still early for bitcoin.
