Because betting is a phenomenon older than gambling. I don't know for sure, but I'm just guessing logically. Gambling simply requires equipment: roulette, dice, or something similar.
But to participate in betting by placing your own money, you just need to place a wager. With a friend, you can simply say, "I'm sure that..." and if they disagree, that's betting. It's very simple, and of course, the first people to participate in betting didn't realize they were participating in this phenomenon; they were simply doing what they wanted.
