The announcement was made on 2014-05-04 19:03:00 GMT and by this time block 56 has already been mined (the public never had a chance to mine blocks with the highest reward). Probably, the above mentioned address belongs to dev's pool http://groupdig.theshibecoin.com which is turned off and removed from OP.
This is just a slap in the face to everyone who is supporting this coin. It is just embarrassing.
