Total supply less - may help but in a long-term.

This is obvious, but that would make the price rise?
Just drop in price causes a decrease in the power of network.
Reward halving without doubled price cause a decrease in the power of network too.

I do not think it will help, but it will increase the size of the blockchain and make wallet slowly.
