This is a misunderstanding. Because of the dispute, the funds will be held for 180 days from the transaction (unless shakaru decides to do better than that). If you wish, you (astana) may select some reputable person/business to hold the funds until then.

Thanks, shakaru just clarified that for me. In that case, since shakaru didn't lose the additional funds, but PayPal took the two $800 transactions, I consider this matter closed. Astana, if you still have any complaints, send them to PayPal and/or you payment processor.
