I did still doeasnt work....infact one time I had all of them instaled still    NO GO

Try reinstalling the 2010 redist, as something has gone wrong somewhere.

That DLL it's missing is part of Visual Studio 2010's redist.
It is the "pro" answer and the correct answer.
