To put it bluntly these fans are probably the cheapest available to do the job.
"Loud" does not mean "cheap", I think that's a common misconception 
It is just not possible to get "silent" 40mm fans that also push a great amount of air.
more hash ---> more noise
These units are still the best engineered bitcoin miners out there.
