Means that ok i have for example 200 BTC and by the time it's time to get something back if they decide i will take nothing???Its saying that you need to prove that you are a creditor. Japan likes to state the obvious like that. Nothing to cause great alarm, its exactly the same as any bankruptcy or debt situation.
