2. Several 15 amp circuits. ( I figure 1TH/s per circuit.)

Our residential lease, electricity included; could hold 4Th/s (if nobody lived here), at a cost of $200 per TH/s.
'hydro included' makes the assumption that a reasonable person would use a relatively low, or appropriate for common occupants, amount of power. The first bill that comes through with 3-5x the electricity costs they anticipated will send the landlord to you requesting a modification of the lease. (if you refuse you could likely be evicted for purposely misleading or failing to inform the landlord of your uncommon usage that would force an unfair cost burden on the landlord.
If you had water included, it doesnt mean you can start making thousands of water bottles purposely knowing that the outrageous water consumption costs more than the rent.
