Well i guess there are two kind of currency- a national currency and other currencies like foriegn currency. in a country no one can deny a payment being made in its national currency but its not necessary to accept other currencies and as btc isnt a national currency, so the spanish countries are not required to accept it as a payment, but if a company wants they can accept it as a form of payment.
