Start the wallet and wait 10 minutes.
Are you at work or at some public Internet? Are you at home? A firewall can block port 9999. Check the outbound port of 9999 in your firewall and if it is blocked.
An easy way to test it is by trying the following address:
http://portquiz.net:9999/If you get a result like: "You have reached this page on port 9999. Your network allows you to use this port."
...you should be O.K, otherwise you need to fix your port 9999.
