Tried the above suggestions, still the same error in each case. Whether I use a conf, or bat, and whether I use -g 1, 2, 3 or 4.

which error? you sure you have the correct miner and deleted .conf?

I tested on three machines win 8, win 8.1, win 8.1 it is working fine. what message are you getting?
I had the same problem and i got the sorted. The issue with me is that i have AMD Apu and it has the onboard graphic card. for me to run sgminer in X13 successfully, I had to disable the integrated graphic card. But i still can get only 1.6 mhs on each of my R9 290 and one of them goes back to 1 Mhs after few mins
TESTED and this fixes the ERROR -11 issue.
DISABLE integrated graphics on AMD APU's.

This only fixes half the problem. Yes it gets rid of the Error -11 issue. But the other problem is that even if you disable the integrated GPU, The addon GPU does not reach the full capacity in terms of Hashing power. Also the GPU that you connect the monitor to will loose 40% of the hash rate after 30 min on average. So there seems to be some kind of issue with the kernel.
I have tested this on rig with no integrated GPU and it runs fine.
