I am going to make this statement one time, and one time only with no responses to any follow-up comments. Having worked for a major IT consulting/software development company in the Federal sector for over 15 years, and having in addition contributed to interview and hiring decision making processes, I can confidently say that "that other coin's" developer's resume does not have the necessary background to support cryptocurrency development. In other words, "that other developer" does not have the programming skill set, academic or professional, to develop a cryptocurrency. He may be a developer having worked on/completed multiple engagements over an extended period of time. But he is not a cryptocurrency developer. Now you go and make whatever conclusions you wish to make from this.
But does it matter if he gets help from someone who develops cryptos? Apparently he is collaborating / has collaborated with someone who does:

Cryptocoin expert loljosh appears to have a lot of coin development experience, and he could take care of the currency development, and atcsecure could concentrate on creating services, infrastructure, and marketing.
