When I go there I get: Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later.

Yes.
It's hosted on same server(s) as devtome, which is up, so I'd guess it's either being worked on/installing new mod. Some info would be good though.
Edit. No it's not hosted with devtome.
