What we can do is to create a "scam report" for each new altcoin.
A list of criteria to rate and classify a new coin with a scam probability rate.
Something like:
- is dev anonymous?
- new bitcointalk account (like "coiname-dev")
- premine impact
- premine address public?
- feature promises without proof of skills/description (like "Anon will be implemented in 10 days")
- copy coin?
- open/closed source
- and more...
This will help to detect possible scams.
Honest devs will address each point, if community demands that.
According to your list of criteria:
I don't agree with 1st two - well the rest might be a way to see is coin good or no but 1st two positions are non-sense

Just for an good example: Bitcoin
-dev is anonymous

(I mean a father, who created a coin)
-he was new to bitcointalk

hehe .... he creates it
