instead of using a dedicated server or a VPN I could turn a PC of mine in to a dedicate server running apache mysql php and bitcoind?

Yes, you sure can take a PC, install CentOS on it (or any other Linux distro) and then add some control panel software (ISPConfig / OpenPanel) and connect it to the web (even from home, if you have static IP address).
The thing is that a small VPS can cost you $5 per month and get you all you need.
