.... And in the same breath, why he can't give it to Rat4 to escrow for future BC events? Too difficult to make the transfer?

I think that's a good idea. IE should send the funds to a trusted escrow that he approves and community also approves.
That would be a good idea, but he won't just out of spite.
That's assuming he didn't already dump/spend the funds.
