It's strange - I've downloaded twice - (win version) created the conf file. and the wallet is "not responding" and it's a blank window.
This looks to be a system related issue, appears globalcoin-qt is hanging. We can try some things anyway.
Step 1) Ensure no instances of globalcoin-qt.exe are running, open the task manager (ctrl+alt+del) click the Processes tab and check for globalcoin-qt.exe - if it's listed right click and end process.
Step 2) Delete everything but wallet.dat and globalcoin.conf from inside the %appdata%/globalcoin directory.
Step 3) Right click globalcoin-qt.exe and select properties, under the general tab click the "unblock" button at the bottom of the page then click "OK".
Step 4) Finally attempt to run globalcoin-qt.exe again and wait a few minutes for the client to launch before clicking about.
You might also want to try right clicking globalcoin-qt.exe and running as administrator, this shouldn't be needed however.
If none of this works ensure you have the latest windows updates and a healthy system. I would suggest running the free registry cleaning tool
Piriform CCleaner to fix any issues related to incorrect dependency/program paths etc. Running "chkdsk /f" on your windows drive might be beneficial as well.
