Paying two members dust after a week doesn't mean anything. They probably shouldbt be moved till paying until after a month has passed. Could even be alts of op. He's got nothing to lose paying such a small amount.

Reach a month is not that impressive.
He can hire 5 Jr.Members each posting 50 times a month , and yet pay only 0.01
BTCI'd suggest you put a requirement of 0.1 BTC or even put a ballpark of the amount confirmed paid by the campaign owner on your thread.
