The idea of pool resistance due to indivisible block rewards is novel, I'll give you that one.
The rarity isn't really there, 42 coin did something similar in that regard. Technically there will be 700 million 'coins'.
No TX fees allows people to DDoS the chain with spam, even a 1 satoshi fee would prevent that but it's tough when that's a whole block reward.
