Most of the participants that asked for fee return got them .  WHY NOT ALL?
Again it is not my obligation to do it.  WHY? WOULD IT NOT BE THE "RIGHT" THING TO DO? Instead of hiding behind rules you made up?
You will never got it. Seems you don't get it either. Good business practices make for more customers.
