Well... the SkyHook ATMs are very cheap, as they cost only $999 apiece. And the ATMs which are currently active in Vancouver have proven to be hugely popular with the tech savvy population. So a step in the right direction, I'd say.
It isn't that Vancouver has a tech savvy population is it that the ATMs in the area have created a huge amount of buzz that has gotten many people interested in the area.
