Regarding the white paper this is a pre-release so everyone may have a look at the theory and concept it's not at ALL the final version, that's why it may appear incomplete or not well presented in some of its parts. Next revision will be released friday.
Also it's a.doc because we handed it over to some of the team members for proof-reading (don't want to have grammatical mistakes in the paper  )
